Ethics, Organisation and Society Research Cluster #1 – Taxing the profits of multinational enterprises: global implications of the OECD BEPS agenda with particular reference to the United States and Singapore

Global integration and increased digital business activity have exerted considerable pressures on the global tax system. In response, more than 135 countries have come together to rewrite the international tax rules to deal with the issue of (tax) base erosion and profit shifting (BEPS) in relation to the global operations of multinational enterprises. This unprecedented level of international cooperation, known as the OECD's Inclusive Framework (IF), has developed a two-pillar solution in which the economies of the world will reassign taxing rights among global economies (Pillar 1) and establish a minimum level of taxation (Pillar 2). Although both Singapore and the US are active participants in the IF, both stand to potentially lose tax revenue, especially under Pillar 1. In the US, the Republican Party has raised major concerns about the impact of the pillars on the US revenue stream. In Singapore, the Ministry of Finance has noted that Pillar 1 will likely result in a loss of revenue, and that the impact of Pillar 2 is unclear (footnote). Further, in its 2024 budget the Singapore government introduced two measures to address Pillar 2: A new Income Inclusion Rule and Domestic Top-up Tax (DTT) to ensure multinational enterprises in Singapore are subject to a minimum effective tax rate of 15 per cent. This webinar will explore current developments in the process and debate the benefits and costs of the newly emerging global tax environment to both Singapore and the US.

Dr Chris Durden is an Associate Professor of business at the JCU Singapore Business School. He has a PhD in Accountancy from Massey University in New Zealand, a research master’s degree in Accountancy and an undergraduate degree in Economics. Prior to commencing with JCU Singapore Chris held academic posts with JCU Australia, the University of Waikato, the University of Southern Queensland and Massey University. He has published in a range of leading accounting journals including Critical Perspectives on Accounting, Accounting Education: An International Journal, Accounting, Auditing and Accountability Journal, Journal of Accounting Education and Advances in Accounting Behavioral Research. His primary teaching expertise is management accounting at both undergraduate and post graduate levels. He also has extensive experience teaching management accounting and financial management to Executive MBA students. Chris is a Chartered Accountant (CA) and prior to commencing an academic career worked in the oil and pharmaceutical industries, holding both accounting and operational roles. He holds dual Australian and NZ citizenship.

Professor Brett R. Wilkinson serves as the Head of the Department of Accounting and the Chapman Endowed Chair at Kansas State University, a position he has held since 2014. Prior to that time, he was the Roderick L. Holmes Endowed Chair of Accounting at Baylor University. His research interests are in international taxation, tax policy, and the public interest aspects of the accounting profession. Wilkinson is an award-winning teacher and has published widely in prestigious accounting and accounting education journals, including Accounting, Organizations, and Society; the British Accounting Review; Journal of Accounting and Public Policy; Journal of Accounting Education; and Issues in Accounting Education. Wilkinson is passionate about growing the accounting student pipeline by engaging in outreach efforts to high school students and teachers to help them learn about opportunities in accounting. Consistent with his commitment to accounting education, he serves as a vice president in the Accounting Leadership section of the American Accounting Association. Wilkinson is a strong believer in the value of applied learning and international educational opportunities and experiences. He has degrees from Australia, New Zealand, and the United States, and holds dual US and Australian citizenship.
